Anyone can use legal aid as a tool to assert their rights against treatment that is not in accordance with applicable legal provisions. This is based on the idea that to maintain law enforcement, every human being has the right to legal protection. According to the Human Rights Law, the officials concerned at all levels of examination in the judicial process are obliged to appoint legal advisors for those who are unable and do not have their own legal advisors. This clarifies the role and existence of legal aid institutions in providing legal aid to the general public and people who cannot afford the process of providing legal aid.

This study uses a qualitative method. Location One of the supporters of the Legal Aid Institute was the source of research data in Peradi Cikarang Bekasi, and several data sources were found relating to civil cases and especially those relating to cases of non-verbal sexual harassment in Cikarang Bekasi. Data collection was carried out by means of documentation, observation and interviews with M Nurhayanto, S.H., one of the advocates at the Perdai Cikarang Legal Aid Institute. Qualitative descriptive analysis is the analysis technique used.

The research findings show: (1) The existence of the Cikarang Bekasi Legal Aid Agency is very significant in helping and fighting for justice and legal clarity as well as benefits in civil and criminal matters for the surrounding community, especially in criminal cases regarding non-vebal sexual harassment which befell a female vocational school student, namely a child. from a mother named Omah Rustini which occurred in Cikarang Bekasi, until then the perpetrator was sentenced to 9 months in prison or a maximum fine of 10 million, where a feeling of security and satisfaction emerged for the general public and ordinary people in receiving legal assistance from this institution, because it had protect and maintain the rights of recipients of legal aid and justice, as well as in the context of realizing an efficient, effective and legally responsible judiciary, from transporting defendants from the prosecutor's office to the courtroom for trial. (2) Urgency The role of the function of legal aid institutions in the efforts that have been made to obtain legal certainty, justice and benefits for the general public and the underprivileged, as well as being a way to increase legal awareness for people who are marginalized under the law.
