This study examines the views of staff at the East Banjarmasin Subdistrict Religious Affairs Office (KUA) on the differences in public understanding of the order of marriage guardians in the marriage registration process. The public often misunderstands the order of marriage guardians, which is clearly regulated in fiqh and regulations, such as PMA No. 20 of 2019 and the Compilation of Islamic Law. These misunderstandings include the perception of marriage guardians as being the closest social relatives, rather than those based on lineage, as well as the inappropriate use of judicial guardians. The main contributing factors are low religious literacy, weak socialization from the KUA and related parties, and the influence of local traditions. As a result, administrative and legal problems arise, including the rejection of marriage validation and the invalidity of marriages under state law. The East Banjarmasin KUA is trying to overcome this through pre-marital consultations, multi-platform counseling, and strengthening the role of the penghulu in verifying guardians. However, obstacles to inter-agency collaboration and limited outreach remain challenges. This study emphasizes the need to improve the competence of officials and strengthen education so that marriages are conducted in accordance with Islamic law and state regulations. The novelty of this study lies in its focus on the perspective of KUA staff as liaisons between religious regulations, the state, and social practices in the community.
